Russia's Ministry of Economic Development is expected to approve new baggage rules for carriers by mid Oct-2017, according to Deputy Transport minister Valeriy Okulov (MSKAgency, 26-Sep-2017). As previously reported by CAPA, Russia's President Vladimir Putin signed amendments to the aviation law on baggage in Jul-2017.
